About this file
This is a Request for Proposal issued by the City of Jackson for street tree purchase and planting services. The City seeks qualified contractors to furnish, deliver, plant, maintain, and guarantee approximately 200 street trees across a minimum of 15 different species for the Spring 2027 planting season. The proposal must include pricing for both 1½ inch and 2½ inch caliper trees across 37 specified species, with unit pricing and available quantities provided by bidders. The response deadline is September 30, 2026 at 10:00 am via the City's e-Procurement Portal. The contract term extends through October 31, 2029, or until project completion, whichever is earlier, with options for renewal for up to two additional planting seasons (Fall 2027 and Spring 2028) upon mutual agreement of both parties. Each renewal term may include a cost-of-living adjustment of up to 3 percent.
Proposals will be evaluated on a 100-point scale with the following weighted criteria: Executive Summary and Project Management Approach (30 points), Professional Experience and Company Qualifications (30 points), Proposed Timeline (15 points), and Price Proposal (25 points). Bidders must demonstrate the ability to supply a minimum of 200 trees across 15 or more species and provide at least three references from governmental agencies or private firms. The City reserves the right to reject any or all proposals and requires contractors to perform at least 50 percent of the work with their own forces. All proposals must be submitted in the specified format with no alterations or departures. Price proposals remain effective for 90 days from the proposal opening date, and prevailing wage rate modifications may be issued via addendum up to 10 days prior to the response deadline.
