About this opportunity
Jordan School District is soliciting qualified general contractors through an Invitation for Bid (IFB) to provide emergency power circuits to information technology closets across ten district facilities designated as Bid Package #2, pursuant to Utah Code Annotated Chapter 63G-6a. The procurement encompasses five elementary schools (Jordan Hills, Riverside, Terra Linda, Westvale, and Welby), two middle schools (Elk Ridge and Joel P. Jensen), South Valley School, the Auxiliary Services Building, and JATC North Campus. The scope of work includes installing emergency power receptacles (primarily 4-plex red receptacles) in IT closets, adding new circuit breakers to existing electrical panels, running conduit and wiring connections, and providing new load centers or panels where required, all in compliance with the National Electrical Code and applicable building codes. Qualified bidders must be general contractors capable of executing complex electrical work with demonstrated experience in similar installations and must provide comprehensive insurance coverage including Workers' Compensation, general liability of $2,000,000, automobile liability of $1,000,000, and umbrella coverage of $5,000,000, with Jordan School District named as additional insured. A mandatory pre-bid conference is scheduled for Tuesday, April 14, 2026, at 9:00 a.m. (MDT) at the Jordan School District Auxiliary Services facility; written questions must be submitted by Friday, April 17, 2026, at 12:00 p.m. (MDT); and sealed bids must be submitted exclusively through the U3P Bonfire website by Wednesday, April 22, 2026, at 12:00 p.m. (MDT). The awarded contractor will be the lowest responsive and responsible bidder, with site work commencing as early as June 8, 2026, and substantial completion required by August 7, 2026, with liquidated damages assessed at $1,000 per calendar day for missed deadlines.
The bid package includes specific restrictions requiring all vendors to submit a Public Contract Boycott Restriction Statement (Attachment B) certifying compliance with Utah Code 63G-27, prohibiting economic boycotts including boycotts of the State of Israel and traditional energy companies. Additionally, contractors must complete a URS Post-Retired Verification Form to certify employment eligibility and compliance with Utah Retirement Systems restrictions on reemployed retirees, with violations potentially triggering repayment obligations. All bidders must submit a 5% bid bond from a corporate surety licensed in Utah with an AM Best Rating of A-VIII or better, and the successful bidder must execute the contract within ten days and provide performance and payment bonds equal to 100% of the total construction contract price. The solicitation does not identify incumbent vendors or existing contractors, though all work must integrate with existing electrical systems at occupied school facilities with minimal disruption and adherence to non-standard working hour requirements. The bid package includes a $20,000 construction contingency allowance, and monthly payments will be made upon presentation of AIA Document G702 with 5% retainage until final project completion; no specific overall contract value or budget range is disclosed in the bid documents. All materials are exempt from sales tax under Utah Code 59-12-104 when the appropriate tax-exempt certification is provided, and the contractor must warrant all equipment, materials, and labor for twelve months unless longer periods are specified in technical specifications.
