About this opportunity

The City of Detroit Office of Contracting and Procurement, on behalf of the Detroit Fire Department, is soliciting proposals to provide standby Emergency Medical Services (EMS) ambulance coverage at three casino locations: Greektown Casino, MGM Grand Casino, and Motor City Casino for a three-year contract term with potential renewal options subject to City Council approval. The successful vendor must deploy a minimum of two dedicated Advanced Life Support (ALS) ambulances available 24 hours per day, seven days per week, year-round, exclusively serving the casinos with a four to six-minute response time to emergency calls ninety percent of the time measured from dispatcher notification. Respondents must possess a minimum of five years of experience providing comparable EMS services, hold current approval from the Detroit East Medical Control Authority (DEMCA) to operate within its jurisdiction, and maintain ambulances that do not exceed ten years in age while complying with all Federal, State, County, City, and DEMCA requirements. Technical proposals will be evaluated on five criteria, each worth 20 points: disaster surge capacity for multi-casualty incidents, ambulance staff management with documented crew capacity and professional certifications, experience and qualifications, electronic Patient Care Report (ePCR) quality assurance documentation, and pricing. Key deadlines include a pre-proposal conference on April 27, 2026, at 3:00 PM EST via Microsoft Teams, written questions due by April 29, 2026, at 3:00 PM EST through the Supplier Portal, and proposals due May 6, 2026, at 3:00 PM EST via the EUNA Bonfire online portal. Required submissions include completed questionnaires, technical and pricing proposals, executed affidavits, and agreement to the Model Professional Services Contract, with vendors responsible for all HIPAA compliance and submission of weekly response time reports and monthly quality assurance metrics.

The City of Detroit offers equalization credits for certified local businesses, with Detroit-based businesses eligible for equalization credits ranging from 1 to 5 percent depending on classification, and Detroit Headquartered Businesses and Detroit Resident Businesses receiving the highest credit of 5 percent; additionally, prime contractors meeting specified local business criteria may receive up to 10 equalization points in technical evaluation. Joint Ventures must include at least one certified Detroit-based business providing a minimum of 51 percent of performance and project management while receiving 51 percent of contract remuneration, and Mentor Ventures require similar documentation with 30 percent thresholds. The lowest equalized bidder receives contract award provided the equalized bid does not exceed 12 percent above the lowest responsible bid or $100,000, whichever is less, and the Purchasing Director may limit bidding to Detroit-based businesses when at least three certified firms are eligible. Vendors must maintain comprehensive insurance coverage including $1 million in automobile liability, $1 million per occurrence/$2 million aggregate commercial general liability, and $2 million each in professional liability and errors and omissions coverage, along with additional requirements for workers' compensation at statutory minimum, employers' liability of $500,000 per occurrence, and data protection standards requiring ISO 27001 certification or SOC 2 Type 2 reporting. While no specific incumbent vendor or budget range is identified in the solicitation documents, the City anticipates contract costs will be invoiced monthly following City Council approval and execution of the contract with NET 30 payment terms, and respondents must establish their own patient fee schedules that cannot exceed rates charged by the Detroit Fire Department for comparable services, with all patient fees collected solely by the vendor.
