About this opportunity
The City of Cocoa, Florida, located in Brevard County, is soliciting quotes for Emergency Catering Services to support essential city staff during hurricanes and other emergencies through a Request for Quotation (RFQ) process. The procurement seeks qualified caterers to deliver prepared and non-perishable food items to five designated municipal facilities: City Hall (25 personnel), Fire Department (22 personnel), Police Department (40 personnel), Public Works (60 personnel), and Dyal Water Plant (16 personnel), for a total anticipated headcount of 163 staff members. All meals must be fully cooked and packaged in oven-safe aluminum catering trays or boxed for easy storage, with delivery and setup required to five locations within 24 hours of order placement. The service scope includes breakfast, lunch, dinner, snacks, beverages, and all non-food items such as paper plates, utensils, napkins, and coffee service supplies, with orders anticipated to cover a minimum of two full days but potentially extending up to five days depending on emergency circumstances. Caterers must meet five mandatory minimum requirements: demonstrated capability to source, prepare, and deliver meals for up to five days within 24 hours; ability to prepare and deliver food during power outages; capability to deliver in pre-hurricane conditions with sustained winds below 36 mph; a minimum of three years of continuous business operation; and facility location no more than 10 miles from Cocoa City Hall. Bidders must submit completed quote sheets detailing per-person costs for each meal type and snacks, delivery and setup fees per location, and a comprehensive capabilities statement addressing company experience, available staffing, kitchen facility specifications, backup power generation capability, delivery vehicle details, and a sample three to five-day meal plan. All quotes must remain valid through November 30, 2026, and interested vendors should submit materials to Christine Savage at csavage@cocoafl.gov or contact (321) 433-8775 for questions.
The RFQ documentation does not specify set-aside designations, disadvantaged enterprise restrictions, or preferences for particular organization types, indicating that the procurement appears open to all qualified catering vendors meeting the established criteria. No incumbent vendors or current contractors are identified in the available procurement materials. The City reserves the right to award contracts to multiple vendors to ensure service redundancy and capability during emergencies, though no specific contract value or budget range is disclosed in the posted opportunity. Payment for services will be made within 45 days of invoice receipt, with potential for expedited processing depending on circumstances. The City makes no guarantee of work volume, clarifying that orders will only be placed upon activation of the emergency operations center, meaning the actual value and frequency of orders are contingent on emergency events. Interested vendors should note that the procurement was posted on January 27, 2026, with supporting documentation available including a detailed RFQ form and a sample five-day meal plan demonstrating the scope and variety of food service requirements.
