About this file

This is a Request for Quotation (RFQ) form issued by the City of Cocoa, Florida, Finance Department Purchasing Division for emergency catering services to support essential city staff during hurricanes or other emergencies. The service requires caterers to deliver prepared and non-perishable food items to five designated delivery locations: City Hall (25 persons), Fire Department (22 persons), Police Department (40 persons), Public Works (60 persons), and Dyal Water Plant (16 persons), totaling 163 anticipated personnel. Orders must be fulfilled within 24 hours of placement and include breakfast, lunch, dinner, snacks, beverages, and all necessary non-food items such as paper products and utensils. Meals should be fully cooked and packaged in oven-safe aluminum catering trays with labeled contents. The City anticipates ordering meals for a minimum of two full days but potentially as many as five days, with the notice period potentially as short as 24 hours depending on emergency circumstances. Caterers must meet five minimum requirements: capability to source and deliver meals for up to five days within 24 hours; ability to prepare and deliver food during power outages; capability to deliver in pre-hurricane conditions (sustained winds under 36 mph); at least three years of business operation; and facilities located no more than 10 miles from Cocoa City Hall.

Bidders must submit a completed quote sheet with per-person costs for breakfast, lunch, dinner, and snacks (including all beverages, paper goods, utensils, and miscellaneous items), plus a delivery and setup fee per location, and a capabilities statement addressing company experience, available staffing, kitchen facility details, backup power generation capability, delivery vehicles, and a sample three to five-day meal plan. The City reserves the right to award contracts to multiple vendors and makes no guarantee of work; orders will only be placed if the emergency operations center is activated. Payment will be made within 45 days of invoice receipt, though processing may be faster. All quotes must remain valid through November 30, 2026. Interested vendors should submit completed materials to Christine Savage at csavage@cocoafl.gov or call (321) 433-8775 with questions.
