The procurement seeks qualified vendors to provide comprehensive elevator maintenance, including monthly preventative maintenance inspections, mid-year and annual inspections, and full coverage parts repair and replacement services for a total of 10 elevators across the two sites. Vendors are required to attend mandatory site visits scheduled for July 9th in Richmond and July 10th in Norfolk, with electronic bids due by July 17th, 2024 at 10:00 AM ET. Bidders may choose to bid on one or both lots and must be registered in the Commonwealth's eVA system to submit an electronic bid. The contract will have an initial one-year term with two optional one-year renewal periods, and vendors must provide all labor, parts, tools, supervision, materials, and equipment necessary for the maintenance services.
The solicitation does not specify any set-aside designations or restrictions on the types of organizations that can respond to the bid. No information is provided about incumbent vendors or current contractors, and there are no details about existing infrastructure or technology that might require integration. Bidders must demonstrate the capability and capacity to fully satisfy the contractual requirements, including providing manufacturer-authorized replacement parts and the ability to bill repairs on a time and materials basis. The procurement allows DFS to reserve the right to request bids from other vendors for extra repair services and to purchase repair parts and materials from alternative sources. While the exact award values or budget ranges are not disclosed, the contract will cover preventative maintenance and repair services for elevators at two DFS laboratory locations. The Notice of Intent to Award indicates that Southern Elevator Company, Inc. was selected as the contractor for both Lot 1 (DFS Central Lab in Richmond) and Lot 2 (DFS Eastern Lab in Norfolk).
