About this opportunity
The West Virginia Department of Administration Purchasing Division, on behalf of the West Virginia School for the Deaf and Blind (WVSDB), is soliciting competitive bids through a Centralized Request for Quote (CRFQ DBS2600000007) to establish an open-end master agreement for elevator preventative and corrective maintenance services at the WVSDB facility located at 301 East Main Street in Romney, Hampshire County, West Virginia. The contractor will be responsible for maintaining ten elevators across six facilities, including passenger and freight units manufactured by Alpha, Cotton, Dover, KONE, E.T.I., and Virginia Controls. Required services encompass monthly preventative maintenance inspections, annual and five-year safety testing coordinated with the West Virginia Division of Labor inspectors, emergency entrapment response within 30 minutes (24/7), system restarts after power events, and corrective maintenance with response times of two hours by phone and eight hours on-site during business hours (7:00 AM to 6:00 PM, Monday through Friday), with emergency repairs requiring 30-minute response and four-hour arrival. Qualifying vendors must demonstrate five years of experience maintaining similar elevator systems, possess NEIEP certification for elevator mechanics, hold valid West Virginia electrician and contractor licenses, maintain 24-hour emergency telephone service, and comply with background check requirements for all personnel. Evaluation will be based on total cost, including a monthly preventive maintenance fee multiplied by 12 months, corrective maintenance hourly labor rates multiplied by estimated 200 hours, and parts costs at procurement cost with a vendor-specified markup multiplier. A mandatory pre-bid meeting is scheduled for February 17, 2026, at 2:00 PM EST at the Brannon Building on the WVSDB campus, with questions due by February 24, 2026, at 3:00 PM EST, and proposals due by March 10, 2026, at 1:30 PM EST, with an anticipated contract start date of April 1, 2026.
The solicitation does not identify any set-aside designations, minority or disadvantaged enterprise requirements, or restrictions on vendor types. No incumbent contractors or current vendors are identified in the procurement documents. The contract structure includes an initial one-year term renewable for up to three successive one-year periods, with a maximum cumulative value of $500,000 across all terms, delivery orders, and change orders. Vendors must provide a 5% bid bond, with Performance Bonds and Labor and Material Bonds at 100% of the contract amount required from the apparent low bidder after award. All vendors are required to maintain Commercial General Liability Insurance of at least $1,000,000 and Automobile Liability Insurance of at least $1,000,000. The vendor must furnish all parts, equipment, tools, and expendable materials, and submit quarterly and annual reporting of maintenance activities, costs, and hours worked. This procurement is not subject to Davis-Bacon wage rate requirements. For additional information, interested vendors should contact James W. Atkins, the designated buyer, at (304) 558-0094 or james.w.atkins@wv.gov.
