About this file

This is Addendum No. 1 to a Centralized Request for Quote (CRFQ) issued by the West Virginia Department of Administration Purchasing Division on behalf of West Virginia Schools for the Deaf and Blind (WVSDB). The solicitation seeks an open-end contract for preventative and corrective elevator maintenance services at the WVSDB facility located at 301 East Main Street, Romney, West Virginia. A mandatory pre-bid meeting was held on February 17, 2026, at 2:00 PM EST, with a questions deadline of February 24, 2026, at 3:00 PM EST. The solicitation closes on March 10, 2026, at 1:30 PM EST, with a scheduled contract start date of April 1, 2026. The contract is identified as CRFQ DBS2600000007 and is designated as a Central Master Agreement.

This addendum provides responses to vendor questions regarding contract requirements and bonding obligations. Vendors must provide a 5% bid bond, with Performance Bonds and Labor and Material Bonds for 100% of the contract amount to be requested from the apparent low bidder after the bidding process closes. Elevator maintenance is classified as construction work per state requirements, thus requiring bonds per standard construction contract terms and conditions. WVSDB contracts directly with a third-party elevator inspector for coordination purposes, as detailed in Exhibit A 2a. Vendors submitting bids online must upload and attach Exhibit C-Pricing Page and enter the total cost in the wvOASIS commodity line. All vendors are required to acknowledge receipt of addenda to avoid bid disqualification.
