About this opportunity
Clayton County Water Authority (CCWA) is requesting proposals for removal of two elevated steel storage tanks under RFP 2026-PME-06, with proposals due July 24, 2026 at 3:00 p.m. and a mandatory pre-proposal site visit on June 30, 2026 at 10:30 a.m. A Small Local Business Enterprise (SLBE) preference of up to 10 points applies to certified small local business enterprises. Attendance at the mandatory site visit is required for proposal consideration.
The scope encompasses crane-assisted disassembly (not tipping) of the Grant Road Elevated Storage Tank (1.0 million gallon capacity, 160 feet tall, constructed 1986, located at 4342 Grant Road, Ellenwood, GA 30294) and the Barnett Road Elevated Storage Tank (0.5 million gallon capacity, 122 feet tall, constructed 1963, located at 101 Barnett Road, Forest Park, GA 30297). Both tanks were taken out of service and must be removed to foundation level with all fill, drain, overflow, and riser piping removed to the first mechanical joint below ground. Concrete openings require aluminum diamond plate covers sealed with exterior-grade silicone sealant. Contractors must develop comprehensive safety and containment plans for lead-based paint remediation per RCRA regulations (Grant Road tank exterior paint contains lead at 9,225 ppm), airborne particle and volatization control, and traffic management. Work hours are restricted to 7:00 a.m. to 7:00 p.m. daily at Grant Road; at Barnett Road, active demolition is limited to Friday 1:00 p.m. through Sunday 7:00 p.m. due to proximity to Walmart and CEMEX operations.
The contract term is 120 calendar days from Notice to Proceed on a lump-sum basis with progress payments. Proposers must hold a current Georgia Utility Contractor License and document at least five similar elevated water storage steel tank demolition projects completed within the past five years. Evaluation criteria are Project Team Qualifications (25 points), Project Approach (35 points), Reference Projects (20 points), SLBE Preference (up to 10 points), and Cost (20 points), totaling 110 possible points. Questions are due July 7, 2026 at 3:00 p.m., with responses issued via addendum by July 15. Proposal security of 5 percent of the maximum proposal price is required.
