About this file
This is a Water Tank Inspection Report prepared by Tank Pro, Inc. for the Clayton County Water Authority (CCWA) regarding the Barnett Road Elevated Storage Tank located at 101 Barnett Road, Forest Park, Georgia. The inspection was conducted on December 19, 2024, and documents the condition of the 500,000-gallon elevated steel storage tank constructed in 1963 with a height of 121 feet. The tank features seven welded tubular columns, three torus flex cables, and safety climb systems. The inspection identified multiple areas requiring maintenance and repairs, including issues with the float system (requiring new PVC float and cable), exterior ladder cage, foundation base plates, roof vent, roof hatch, cathodic protection system, and siphon pipe. The report also documented lead testing results, with exterior paint samples showing 9,225 ppm of lead, exceeding safe levels and requiring lead abatement procedures with a 50,000 cfm dust collector during any exterior painting work.
The inspection report provides comprehensive maintenance recommendations scheduled for implementation, with estimated total costs ranging from $435,000 to $475,000, excluding a potential interior overflow pipe replacement project estimated at $60,000 to $70,000. Key recommendations include pressure washing and recoating foundations with Tnemec Series 156, installing new flex cable safety climbs, replacing the interior float system with stainless steel components, welding protection over anchor bolt chairs, and conducting a complete interior renovation using near-white blast preparation with zinc primer and epoxy coatings during the next scheduled renovation cycle. The report notes that coordination with antenna companies and utility providers will be necessary for equipment relocation and power line management during future exterior painting projects, and that tree trimming and site staging planning will be required to accommodate heavy equipment access and containment systems.

This rust voids the o Foundation Repairs safety rating o Steel Repairs Describe: Caulk foundation base plates and repair grout as needed
Describe: Drill additional drain holes where water is ponding on catwalk
Describe: Remove the old steel float, install new pvc float, new pulleys, new cables/clamps. All stainless steel.
Describe: Remove nameplate and install two brackets. Use stove bolts to secure name plate when painting is complete.
Describe: Weld 1/4 inch plate over anchor bolt chairs install grease fitting then fill each with grease. Riser pipe only total of (4)
Describe: Remove the exterior ladder cage and dispose to reduce maintenance cost. This is not needed with the flex cable safety system
Describe: Pressure wash all foundations then brush blast and apply Two (2) coats of Tnemec series 156
Describe: Consider removing the interior overflow pipe and installing new on the exterior. Estimated cost is $60,000-$70,000
Describe: If the interior overflow pipe is not removed, remove the steel braces weld padeyes to the roof and overflow pipe then secure with SS cable
Describe: Install new Riser bolts and nuts
Describe: Install new manway Gaskets (Riser)
Describe: Remove the interior riser pipe ladder to provide more room to work
Describe: Remove the interior steel siphon pipe in the bowl, weld brackets as needed then install a new two inch schedule 80 PVC pipe. Secure with galvanized U-bolts
Describe: Install 24 inch aluminum roof vent
Describe: Install new square 24 inch roof hatch.
Describe: Install new cathodic protection hand hole covers. Day light can be seen from the interior which allows contaminates into the water
Describe: Apply an extra coat of Tnemec series 215 to the upper wall angle iron stiffener and the roof beams. (Brush and roll)
Describe: When work is planned for this tank that requires exterior painting
CCWA should notify the Antenna companies so they can temporarily

relocate their coax and antennas somewhere other than the tank site.
Theses companies will also need to relocate or cover their equipment that is on the ground.
Describe: Repaint level indicator marks when exterior is painted
Describe: When tank is painted next have cathodic protection company install new wires, anodes and calibrate the system
Describe: Next Interior renovation SSPC #10 Near White blast, Zinc primer and two (2) Coats of Epoxy
Describe: Next exterior renovation SSPC #6 Commercial blast, Zinc primer, epoxy intermediate and urethane finish. Lead abatement required
Describe: Staging equipment for the project and working around the concrete ready mix plant trucks needs to be planned out so enough room is available to stage equipment. A fueling station is outside fence.
Describe: CCWA will need to have some of the trees trimmed when tank is painted next so containment can go up and down. Trees in the drive up to the tank should be trimmed to allow heavy equipment to the site
Describe: CCWA will need to have power lines moved or covered when the exterior is painted next assuming containment will be needed. A 20 foot clearance is needed around the tank.
Describe: The estimated cost for all work above excluding the new overflow pipe is $435,000- $475,000
