About this opportunity
The Delaware Department of Health and Social Services is requesting proposals for Electronic Visit Verification data aggregation, validation, compliance, and oversight services under RFP HSS-27-005, with proposals due September 15, 2026, at 1:00 PM EDT and a mandatory pre-bid meeting on August 4, 2026, at 1:00 PM EDT via Microsoft Teams.
The scope requires implementation and operation of a statewide EVV aggregation and oversight platform compliant with the 21st Century Cures Act. The platform must receive and normalize EVV data from unlimited third-party EVV systems selected by providers, validate data against State-defined standards, establish vendor-neutral integration and onboarding processes, and support Personal Care Services, Home Health Services, and State-specified services across multiple delivery models and Medicaid populations. The contractor will not provide the provider-facing EVV capture solution. Key deliverables include configurable business rules for visit status determination, centralized exceptions management, role-based dashboards with standard reporting, integration with the State's MMIS/claims systems and Managed Care Organization systems, and T-MSIS reporting through Gainwell. The platform must accept EVV data via APIs and batch file submissions with near real-time ingestion, implement role-based access controls with multi-factor authentication, maintain comprehensive audit logs, and meet State-defined service level agreements. The contractor must lead the CMS Shared and Medicaid Certified (SMC) certification process and provide four named key personnel (Project Manager, Technical Lead, Certification Lead, and Performance and Quality Manager) subject to State approval.
The contract term is five years with five optional one-year renewals. Pricing shall be fixed and binding for the initial five-year term; subscription license costs are charged only at the individual license level as utilized and do not apply during implementation and solution development phases. The State will retain up to 25 percent of contract monies until acceptable performance is demonstrated and will base payments on defined and measurable milestones.
All work must be performed in the United States with no offshore facilities permitted. Vendors must comply with HIPAA and the Confidentiality of Alcohol and Drug Abuse Patient Records law, obtain active SAM registration with a valid Unique Entity Identifier, and maintain Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence/$3,000,000 aggregate), and either Medical/Professional Liability, Errors and Omissions, or Product Liability ($1,000,000 per occurrence/$3,000,000 aggregate).
Evaluation weighting is qualifications and experience of assigned personnel (25 percent), familiarity and experience with similar projects (25 percent), references (20 percent), CMS certification experience (15 percent), and pricing (15 percent). Questions are due July 21, 2026; responses will be posted by August 25, 2026. Estimated award notification is November 30, 2026, with an estimated project start of January 1, 2027. Vendors must submit minimum three business references of similar size and scope and complete seven required submission forms including vendor information, non-collusion statement, exceptions form, confidentiality designation, business references, and subcontractor information.
