About this opportunity

The state of Idaho, specifically Idaho Transportation Department (ITD) District 5, is soliciting proposals for wheelchair accessible vehicle modification conversion services. This procurement opportunity focuses on landscape, groundskeeping, and snow removal services that require specialized vehicle adaptations. The contract appears to prioritize modifications that enable wheelchair-accessible transportation, potentially for public sector or mobility-assistance programs. The solicitation was posted on June 24, 2025, with a strict proposal submission deadline of June 27, 2025, allowing vendors a brief three-day window to prepare and submit their comprehensive proposals. While specific evaluation criteria are not explicitly detailed in the provided documentation, vendors can anticipate being assessed on technical capabilities, vehicle modification expertise, compliance with accessibility standards, and potential cost-effectiveness of proposed conversions.

The contract opportunity does not explicitly specify set-aside designations or specific restrictions on responding organizations. However, given the specialized nature of wheelchair vehicle modifications, vendors will likely need demonstrated experience in adaptive vehicle conversions, accessibility engineering, and potentially certifications in mobility equipment adaptation. No incumbent vendors or current contractors are mentioned in the available information. The procurement appears to be open to qualified vendors with appropriate technical capabilities and potentially requires integration with existing transportation infrastructure. While no specific budget range or award value is provided, wheelchair accessible vehicle modifications typically represent significant investments, potentially ranging from $15,000 to $50,000 per vehicle conversion, depending on complexity and specific adaptation requirements.

The Idaho Division of Vocational Rehabilitation has requested an exemption from competition for the purchase of Wheelchair accessible vehicle modification conversion. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
