About this opportunity

The Illinois Department of Transportation (IDOT), in coordination with the Illinois Department of Central Management Services, is requesting proposals for paratransit vehicle technical services under the Consolidated Vehicle Procurement (CVP) Program, with proposals due November 24, 2026 and a non-mandatory pre-bid conference on October 28, 2026 at 11:00 a.m. CST via Webex. This procurement is exempt from Illinois diversity commitment provisions due to federal-aid funding and is not a small business set-aside.

The scope encompasses inspection and monitoring of paratransit vehicle production at manufacturing facilities in Winamac, Indiana; Goshen, Indiana; and Westminster, Maryland. The awarded vendor must review and evaluate vehicle bids, conduct pre-award and post-delivery audits, update vehicle specifications, and develop a vehicle catalog. Estimated annual volumes include 325 vehicles in Fiscal Year 2027 (80 minivans, 45 light-duty, 120 medium-duty, 30 super medium-duty, and 50 electric vehicles), declining to 275 annually through Fiscal Year 2031. The contractor must assign a Project Manager with minimum five years' experience in paratransit vehicle production oversight and Federal Transit Administration compliance knowledge, plus field inspectors with at least two years' experience. Personnel changes require prior written agency approval.

The initial contract term is 60 months with an optional 12-month renewal, not to exceed 10 years total. Pricing is estimated at 2,500 annual hours with fully-loaded hourly rates inclusive of salary, benefits, insurance, overhead, and travel expenses; offers must remain firm for 180 days. All work must be performed in the United States unless otherwise disclosed. The contract is funded in whole or in part with federal-aid funds, requiring Federal Transit Administration compliance and Buy America standards.

Technical proposals are evaluated on a maximum of 800 points: capability and experience (350 points), technical ability and methodology (250 points), and resources (200 points); a minimum of 600 technical points qualifies for price evaluation. Price proposals are evaluated on 200 points using lowest-price scoring, for a total of 1,000 maximum available points. Offerors must submit proposals electronically through BidBuy and disclose all subcontracts exceeding $100,000 annually. No bid or performance bond is required.
