About this opportunity
Earl Township in Berks County, Pennsylvania, is soliciting bids for the Sunset Hill Storm Sewer & Road Widening Project through the PennBID online system. The project encompasses the installation of 277 linear feet of 15" reinforced concrete pipe (RCP), seven inlet boxes, six endwalls, and 534 square yards of road widening, along with temporary pavement restoration and removal of existing pipes and structures. Bid proposals are due by 3:00 p.m. on November 17, 2025, with a public bid opening and reading scheduled for 5:30 p.m. the same day at the Earl Township Building. The contract will be awarded or rejected during the Township Board of Supervisors meeting at 7:00 p.m., with all project work mandated to be completed by April 30, 2026. Bidders must submit a certified check or bid bond equal to 10% of their bid, and include additional documentation such as workman's compensation affidavit, insurance certificate, and anti-collusion affidavit. Liquidated damages are set at $500 per calendar day, and Pennsylvania Prevailing Wage Rates will apply to the contract.
The procurement does not specify specific set-aside designations or restrictions for disadvantaged enterprises. Successful bidders will be required to furnish a performance bond and payment bond for 100% of the contract price within 20 days of award. While no incumbent vendors are mentioned, the project involves significant infrastructure improvements with specific technical requirements outlined in the attached documentation. The bid package includes detailed plan sets, inlet data, and prevailing wage information. Earl Township reserves the right to reject any or all bids that may not serve the public's best interest. Though a specific budget range is not explicitly stated, the comprehensive documentation and technical specifications suggest this is a substantial infrastructure project with estimated costs likely in the tens to hundreds of thousands of dollars. Potential bidders must demonstrate capability to complete the road and storm sewer work within the specified timeline and meet all technical, legal, and administrative requirements outlined in the bid documents.
