About this opportunity
The City of Scranton Department of Business Administration is soliciting sealed bids for the E. Market Street Bridge Railing project located in Lackawanna County, Pennsylvania. This is a construction procurement requiring the removal of an existing 5-foot-8-inch parapet protective fence with anti-climb shields and the installation of a new aluminum bridge railing system, with all work to be completed as a single lump sum contract. The scope of work includes removal of the existing fence, installation of post-installed concrete anchors, and furnishing and installation of the aluminum bridge railing with a black anodic coating meeting ASTM B 580 standards, along with all associated labor, materials, equipment, traffic control, and temporary protection. Bidders must demonstrate a minimum of five years of experience under their current business name, possess a valid contractor's license in the City of Scranton, and be prequalified by the Pennsylvania Department of Transportation as prime contractors. The project requires substantial completion within 45 calendar days and final completion within 55 calendar days from notice to proceed, with liquidated damages assessed at $500 per day for failure to meet either deadline. All questions and requests for clarifications must be submitted through the City's e-Procurement Portal by 11:59 p.m. on Friday, April 17, 2026, with a mandatory pre-bid meeting scheduled for April 7, 2026, at 1:00 p.m. on-site at the bridge. Sealed bids must be submitted electronically through the e-Procurement Portal by 2:00 p.m. on Wednesday, April 22, 2026, with public bid opening to follow in City Council Chambers on the second floor of City Hall, and a video recording will be posted to the City's YouTube channel.
There are no specific set-aside designations identified for disadvantaged enterprises in this procurement. However, all public works requirements apply, including compliance with the Pennsylvania Prevailing Wage Act, with wage rates established by the Department of Labor and Industry, and employment verification through the Pennsylvania Public Works Employment Verification Act using the federal E-Verify system. Bidders must provide a lump sum bid price with detailed cost breakdowns showing labor, hours, expenses, and reimbursable costs, and all hourly rates must be inclusive of overhead and profit, with field supervision charges, supplemental benefits, emergency service overhead, and material costs explicitly prohibited from the hourly rates. Performance and Payment Bonds at 100 percent of contract value and a Bid Bond at 10 percent of contract value are required, along with comprehensive insurance coverage including Workers' Compensation (statutory), Employer's Liability ($500,000 minimum), Comprehensive General Liability ($1,000,000 per person/$1,000,000 per occurrence/$2,000,000 aggregate), and Comprehensive Automobile Liability ($300,000 per person/$500,000 per occurrence), with the City named as additional insured. The City reserves the right to reject any and all bids and will award the contract to the lowest responsible bidder submitting a responsive bid. No specific contract award value or budget range is disclosed in the procurement documents; however, progress payments will be made monthly at 90 percent of work completed with 10 percent retainage, reducible to 5 percent retainage after 50 percent completion if work is satisfactory.
