About this file

This file contains existing structure plans for the E. Market Street Bridge project in Scranton, Pennsylvania, prepared to support the City of Scranton Department of Business Administration's solicitation for bridge railing replacement. The project involves the removal of an existing 5-foot-8-inch parapet protective fence with anti-climb shields and installation of a new aluminum bridge railing system with black anodic coating meeting ASTM B 580 standards. The scope includes removal of existing fencing, installation of post-installed concrete anchors, and furnishing and installation of the aluminum bridge railing with all associated labor, materials, equipment, traffic control, and temporary protection. A mandatory pre-bid meeting is scheduled for April 7, 2026, at 1:00 p.m. on-site at the bridge location. Questions and requests for clarifications must be submitted through the City's e-Procurement Portal by 11:59 p.m. on Friday, April 17, 2026. Sealed bids must be submitted electronically by 2:00 p.m. on Wednesday, April 22, 2026, with public bid opening to follow in City Council Chambers. Substantial completion is required within 45 calendar days and final completion within 55 calendar days from notice to proceed. Liquidated damages of $500 per day apply for failure to meet either deadline.

Bidders must provide a lump sum bid price with detailed cost breakdowns and demonstrate a minimum of five years of experience under their current business name, possess a valid contractor's license in the City of Scranton, and be prequalified by the Pennsylvania Department of Transportation as prime contractors. Performance and Payment Bonds at 100 percent of contract value and a Bid Bond at 10 percent of contract value are required. Comprehensive insurance coverage including Workers' Compensation (statutory), Employer's Liability ($500,000 minimum), Comprehensive General Liability ($1,000,000 per person/$1,000,000 per occurrence/$2,000,000 aggregate), and Comprehensive Automobile Liability ($300,000 per person/$500,000 per occurrence) must be provided with the City named as additional insured. All public works requirements apply, including compliance with the Pennsylvania Prevailing Wage Act and the Pennsylvania Public Works Employment Verification Act using the federal E-Verify system. Progress payments will be made monthly at 90 percent of work completed with 10 percent retainage, reducible to 5 percent after 50 percent completion if work is satisfactory. No specific set-aside designations for disadvantaged enterprises have been identified. The City reserves the right to reject any and all bids and will award the contract to the lowest responsible bidder submitting a responsive bid.
