The project involves the removal of an existing 5-foot-8-inch parapet protective fence with anti-climb shields and the installation of a new aluminum bridge railing system with black anodic coating meeting ASTM B 580 standards. Work scope includes removal of the existing fence, installation of post-installed concrete anchors, furnishing and installation of aluminum railing, and all associated labor, materials, equipment, traffic control, and temporary protection as a single lump sum contract. The mandatory pre-bid meeting is scheduled for April 7, 2026, at 1:00 p.m. on-site at the bridge located in Lackawanna County, Pennsylvania. Questions and clarification requests must be submitted through the City's e-Procurement Portal by 11:59 p.m. on Friday, April 17, 2026. Sealed bids are due electronically through the e-Procurement Portal by 2:00 p.m. on Wednesday, April 22, 2026, with public bid opening to follow in City Council Chambers. Substantial completion is required within 45 calendar days and final completion within 55 calendar days from notice to proceed, with liquidated damages of $500 per day assessed for failure to meet either deadline.
Bidders must demonstrate a minimum of five years of experience under their current business name, possess a valid contractor's license in the City of Scranton, and be prequalified by the Pennsylvania Department of Transportation as prime contractors. Bids must include detailed cost breakdowns showing labor, hours, expenses, and reimbursable costs, with all hourly rates inclusive of overhead and profit. Performance and Payment Bonds at 100 percent of contract value and a Bid Bond at 10 percent of contract value are required. Required insurance includes Workers' Compensation (statutory), Employer's Liability ($500,000 minimum), Comprehensive General Liability ($1,000,000 per person/$1,000,000 per occurrence/$2,000,000 aggregate), and Comprehensive Automobile Liability ($300,000 per person/$500,000 per occurrence), with the City named as additional insured. All public works requirements apply, including compliance with the Pennsylvania Prevailing Wage Act and the Pennsylvania Public Works Employment Verification Act using E-Verify. Progress payments will be made monthly at 90 percent of work completed with 10 percent retainage, reducible to 5 percent retainage after 50 percent completion if work is satisfactory. No specific contract award value or budget range is disclosed, and the City reserves the right to reject any and all bids and award to the lowest responsible bidder.
