About this file
This is a Federal Certification Regarding Lobbying document (31 CFR Part 21) applicable to the City of Scranton's E. Market St. Bridge Railing project in Pennsylvania. The certification confirms that no Federal appropriated funds have been or will be paid to influence any officer or employee of a Federal agency, Member of Congress, or Congressional staff in connection with the awarding of this Federal contract, grant, loan, or cooperative agreement. The document establishes the contractor's obligation to disclose any non-Federal funds used for lobbying purposes by submitting Standard Form-LLL and to include identical certification language in all subaward documents at all tiers, including subcontracts and subgrants. Bids for the E. Market St. Bridge Railing project are due by 2:00 pm on Wednesday, April 22, 2026, with online submission required through the City's e-Procurement Portal, and questions must be submitted through the portal's Q&A function by 11:59 pm on Friday, April 17, 2026.
This certification serves as a material representation of fact and prerequisite for entering into the transaction. Any contractor failing to file the required certification is subject to a civil penalty between $10,000 and $100,000 for each failure. The document further binds the contractor to the provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements.
