Both projects include comprehensive associated work encompassing storm drainage installation, utility relocations, pavement milling and resurfacing, riparian planting, landscaping, lighting, signage, marking, and site furnishings such as benches, bike racks, and picnic tables. Bidders must be prequalified with the Georgia Department of Transportation (GDOT) and provide a current Certificate of Qualification at bid opening; the contractor must perform at least 30 percent of the work with no more than 70 percent subcontracted without City approval. The submission requires one original and two hard copies plus two electronic copies of the complete bid package, with sealed bids due February 19, 2026, at 3:00 PM at the City of Oxford offices (110 West Clark Street, Oxford, Georgia 30054). A voluntary pre-bid conference is scheduled for February 10, 2026, at 10:00 AM via Microsoft Teams, with written questions due by February 11, 2026, at 4:00 PM and answers posted by February 13, 2026, at 4:00 PM. The contract term allows 200 calendar days for substantial completion with liquidated damages of $1,000 per consecutive calendar day for missed deadlines, and all work must comply with GDOT Standard Specifications (2021 edition), applicable Georgia regulations, and the City of Oxford's noise ordinance.
No specific set-aside designations for disadvantaged enterprises or minority-owned businesses are identified in the procurement documents. Performance and payment bonds are required at 100 percent and 110 percent of the contract price, respectively, with maintenance coverage extending through final acceptance plus 60 days and warranty periods of 12 months. Mandatory insurance requirements include general liability coverage of $2,000,000 aggregate/$1,000,000 per occurrence, automobile liability insurance of $2,000,000 aggregate/$1,000,000 per occurrence, and umbrella coverage of $5,000,000. The City of Oxford has pre-purchased the PermaTrack boardwalk system and handrails for the East Bonnell Street project; the contractor is responsible for providing all labor, footings, and abutments for installation. The bid documents include a miscellaneous construction contingency allowance of $100,000 for unforeseen work as directed by the City. No specific total contract amount or funding source is stated; rather, bidders submit cost estimates based on detailed scope of work and specifications provided, with anticipated construction duration of approximately nine months beginning in February or March 2026 and completion targeted for November or December 2026.
