About this opportunity
The City of Long Beach, California is requesting bids on electric bicycles and equipment for its E-Bike Library program under ITB PW-23-257, with bids due August 29, 2023 at 11:00 AM Pacific Time. The procurement has been awarded to Propel Bikes, LLC as the lowest responsive bidder per the Notice of Intent to Award issued September 14, 2023.
The scope comprises 15 standard e-bikes, 15 cargo e-bikes, 5 trike e-bikes (with a combined 40 batteries including replacements), 100 bicycle helmets, and 40 bike locks, all fully assembled and ready for use upon delivery. All e-bikes must feature Class 1 or Class 2 motors (20 MPH maximum), minimum 30–40 mile range, UL-certified batteries, Shimano components, integrated LED lighting, and step-through aluminum frames fitting riders 5'1" to 6'3". Standard e-bikes require cable-actuated disc brakes; cargo and trike models require hydraulic disc brakes. Helmets must meet CPSC certification with EPS foam construction and high-visibility reflectors. Bike locks must feature hardened steel chain links with anti-drill deadbolts and security skewers. All products must be UL certified and meet or exceed minimum specifications, with approved-equal proposals requiring written City approval no later than seven working days before bid opening.
The total program budget is $300,000, with up to $200,000 allocated for e-bikes and equipment. The contract runs from execution through December 31, 2024, with an option to extend for three additional one-year periods by mutual agreement. Funding derives from the Long Beach Recovery Act (March 2021). All freight, shipping, delivery, and sales tax at 10.25% must be included in unit pricing with NET/30 payment terms. The contractor must identify a single-point warranty repair facility within 50 miles of Long Beach City Hall and provide a three-year warranty; two-year warranties are acceptable as standard per Addendum No. 2. Bidders must submit five current customer references, proof of California Secretary of State business registration, commercial general liability insurance of at least $1,000,000 per occurrence, and Equal Benefits Ordinance compliance certification. A vendor information session was held August 10, 2023; questions were due August 17 with responses provided August 22, 2023.
