About this file

This is an Addendum No. 2 to Invitation to Bid (ITB) PW 23-257 issued by the City of Long Beach Department of Financial Management on August 22, 2023, providing clarifications and answers to bidder questions regarding an e-Bike Library procurement. The City seeks to establish an e-Bike library program that will lend bicycles and tricycles to program participants for up to three months at a time. The project is restricted to participants aged 18 years and older. All proposed products must be UL certified, meet or exceed minimum specifications outlined in the ITB, and comply with Class 1 or Class 2 e-bike classifications. The specifications are mandatory requirements unless the vendor proposes an approved equal with superior specifications. Bikes must be uniform in size by type, though designs can vary. The City will not conduct product demonstrations prior to selection. Any proposed material changes must be submitted in writing before the bid closure date. The City intends to award to the lowest responsive bidder and has set a goal for delivery by the end of 2023, acknowledging that supply chain challenges may impact timelines.

The total program budget is $300,000, with up to $200,000 allocated for the purchase of e-bikes and equipment. The City will accept a two-year warranty as standard and considers three-year warranties as add-ons, deviating from the originally specified three-year requirement. Bidders must submit only one quote per line item and cannot propose multiple options for bikes or tricycles. Insurance compliance is required for the awarded vendor but not for proposal submission; specific insurance requirements are detailed on page 9 of the ITB document. Day-to-day program administration will be handled entirely by City staff, with repair and maintenance services to be contracted separately under a future agreement. The City is currently focused on implementing this pilot program and has not made a definitive decision regarding long-term sustainability or scaling. Program participants will not be required to provide down payments. All bidders must acknowledge receipt of this addendum by signing and submitting it with their bid proposals, or risk disqualification.
