About this opportunity
The City of Ecorse in Wayne County, Michigan is soliciting bids for a comprehensive water main replacement project (DWSRF 7892-01) funded through the Michigan Department of Environment, Great Lakes, and Energy (EGLE) Drinking Water State Revolving Fund. The project involves replacing approximately 12,684 feet of critical water main in established residential neighborhoods, including streets such as 3rd Street, 4th Street, Monroe Avenue, High Street, 8th Street, Salliotte, and Drennan. Specific deliverables include upsizing water mains from 6-inch to 8-inch Class 54 Ductile Iron, installing associated valves and hydrants via open-cut construction, and utilizing jack-and-bore techniques for railroad crossings. The project also encompasses the replacement of 500 lead or galvanized water services, with known problematic services being replaced along the project route. A pre-bid conference is scheduled for Tuesday, June 10, 2025, at 10:00 AM, with sealed bids due on Monday, June 23, 2025, at 10:00 AM. The contract is expected to be awarded on Tuesday, July 8, 2025, with substantial completion targeted for Friday, April 30, 2027, and final completion by Sunday, May 30, 2027.
The procurement is subject to federal funding requirements, including Davis-Bacon prevailing wage regulations, American Iron and Steel provisions, and labor standards for federally assisted projects. Bidders must provide a bid security of 5% of their maximum bid price and comply with specific qualification requirements, including evidence of business authority and contractor licensing. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the project adheres to federal guidelines that often promote inclusivity in bidding. Bidders will be required to submit unit prices for specific work items and comply with detailed technical specifications, including geotechnical and environmental considerations. The engineer's estimate for the project is approximately $13 million, with funding entirely provided through the DWSRF program. Contractors will need to demonstrate expertise in water infrastructure replacement, comply with federal certification requirements, and be prepared to work in residential neighborhoods with minimal disruption to existing infrastructure and community services.
