About this file

Addendum No. #2 is issued by Giffels Webster for the City of Ecorse's DWSRF 7892-01 Water Main Replacement project, dated 06/16/25. The addendum provides clarifications and answers to bidder questions regarding a water infrastructure project involving the replacement of approximately 12,684 feet of water mains in various residential neighborhoods, including upsizing from 6-inch to 8-inch ductile iron pipes and replacing 500 lead or galvanized service lines. The document addresses key project logistics such as staging areas (with city-owned properties available), traffic control, right of entry requirements, and material testing, with the contractor responsible for scheduling and most operational aspects.

The project is funded through the Michigan Department of Environment, Great Lakes, and Energy (EGLE) Drinking Water State Revolving Fund (DWSRF), which mandates federal funding requirements be incorporated into contract documents. Permit fees will be reimbursed through a Permit Allowance pay item, and city permit fees will be waived. The addendum clarifies that a licensed plumber is required only for interior piping and connections during lead service replacements, and that quantities shown in bid documents are expected but subject to change based on actual field conditions. The contractor will be compensated for exploratory investigations, such as hydro-vac exploration, under a specific pay item, with the intent of locating stop boxes and identifying pipe materials.
