About this opportunity

The Volusia County School Board has issued Invitation to Bid (ITB-2025-3065) for comprehensive dumpster purchase, maintenance, and refurbishing services across their district. The procurement seeks a vendor to perform multiple service categories including removal and replacement of dumpster bottoms, priming and painting of existing dumpsters, and purchasing new dumpsters in three specific sizes: 8 cubic yard slant top, 10 cubic yard bear-proof, and 20 cubic yard roll-off models. Technical specifications mandate strict requirements for materials (10-14 gauge steel), welding standards, hardware inclusions, and paint/primer applications. The bid requires precise documentation of dumpster inspections, repair processes, quality control testing, and compliance with local safety and environmental regulations. The bid is due on March 31, 2025, at 2:00 PM EST, with electronic submissions required through VendorLink.com, and the initial contract term will span three years from April 23, 2025, with an optional two-year renewal period.

This procurement appears open to all qualified vendors, with no specific set-aside designations mentioned in the documentation. Prison Rehabilitative Industries & Diversified Enterprises, Inc. was the sole bidder for this solicitation, ultimately being awarded the contract with a total fiscal impact of $300,000, with an estimated annual spend of $100,000. The contract covers a district with approximately 62,800 students and 7,500 employees, indicating a significant infrastructure maintenance need. Pricing will be established as a ceiling price, with potential adjustments based on the Metals and Metal Product Producer Price Index, not to exceed 4% without authorization. Vendors must provide comprehensive documentation including insurance certificates, experience qualifications, references, and various compliance forms such as drug-free workplace certification and scrutinized company certification. The School Board reserves the right to purchase dumpsters and services on an as-needed basis, providing flexibility in implementing the contract.
