The contractor must comply with Florida Department of Transportation Standard Plans and Specifications, the City of Holly Hill's Land Development Code, St. Johns River Water Management District requirements, and EPA NPDES obligations. Deliverables include erosion control measures, stormwater pollution prevention plans, utility coordination, as-built surveys by a Florida-registered professional land surveyor, traffic maintenance to FDOT standards, shop drawings, material certifications, sensor configuration, water-level calibration, and system testing prior to final acceptance.
Contract completion is required within 120 calendar days of Notice to Proceed. The contractor must provide Workers' Compensation (statutory limits), Commercial General Liability ($2 million general aggregate), Business Automobile Liability ($1 million), and Installation Floater insurance equal to 100 percent of installed replacement cost. Liquidated damages are $500 per calendar day for delays beyond the completion date. A one-year warranty on workmanship is required following final acceptance. Monthly progress payments are due by the 15th of each month with five percent retainage. No bid security or performance bonds are required.
