About this file

This specifications document outlines technical requirements for the Drainage & Estuary Monitoring project administered by the City of Holly Hill, Florida. The project involves the provision and installation of water monitoring devices at four base bid locations along the LPGA Canal in Holly Hill, with one additional location included as an alternate. The monitoring devices will enable systematic collection of drainage and estuary data to support environmental management and water quality assessment objectives. The detailed scope of work, including specific equipment specifications, installation methodologies, and performance standards, is contained within the Engineer's Technical Specifications and Engineering Plans, which are incorporated as binding contract documents. The specifications document serves as a critical reference for bidders to understand technical requirements, quality standards, and compliance obligations necessary for successful project execution.

The specifications establish detailed performance criteria, material standards, and installation procedures that all bidders must meet to be considered responsive to the solicitation. Technical requirements address equipment specifications, calibration standards, data collection protocols, and maintenance procedures required for the monitoring devices. The document provides engineers and contractors with comprehensive guidance to ensure consistency in bid preparation and evaluation, allowing the City to compare proposals on a level basis and select the most qualified vendor capable of delivering compliant installations that meet project objectives for long-term drainage and estuary monitoring capabilities.
