About this opportunity

The San Francisco Department of Public Health is seeking statements of qualifications for as-needed community outreach and media services supporting the San Francisco Health Network, Behavioral Health Services, and Population Health Division under RFQ 0000011970 (a reissue of RFQ 0000010081), with responses due September 16, 2026 at 2:00 PM PT. This is an unranked prequalified-list vehicle, not a single-award contract, establishing vendor pools for future task-order issuance through March 11, 2029.

Vendors must demonstrate deep community ties to at least one of ten specified San Francisco neighborhoods (Bayview/Hunters Point, Castro, Chinatown, Excelsior, Mission, South of Market, Sunnydale, Tenderloin, Visitacion Valley, or Western Addition) and deep subject-matter expertise in at least one of nine public health domains: Behavioral Health, Chronic Diseases, Communicable Diseases, Food Insecurity, Homelessness, Income Disparities, Intentional/Unintentional Injuries, Public Health, or Substance Use Disorders. Services must be culturally competent and address the unique needs of San Francisco residents experiencing disparate public health impacts, regardless of race, ethnicity, national origin, gender, or sexual orientation.

The five service categories are Electronic Outreach, Print and Other Promotional Materials, On-the-Ground Community Outreach, Media Relations, and Focus Groups. Respondents must submit customer certification forms signed by prior clients verifying experience in each relevant category; the City may contact customers up to three times and may deem non-responsive any responder unable to provide valid customer contact information.

Contractors must maintain Commercial General Liability ($1 million with Abuse and Molestation coverage), Commercial Automobile Liability ($1 million), Workers' Compensation at statutory amounts, Professional Liability ($1 million), Technology Errors and Omissions ($5 million), Cyber and Privacy Insurance ($20 million), and Pollution Liability insurance. All policies require City and County of San Francisco as Additional Insureds. Contractors handling protected health information must execute a Business Associate Agreement compliant with HIPAA and maintain comprehensive privacy and data security attestations. Non-profit organizations receiving $250,000 or more in annual City funds must demonstrate Chapter 12L compliance. Contractors with 20 or more employees (or 50 for non-profits) and contracts valued at $25,000 or more ($50,000 for non-profits) must provide health care benefits complying with the Health Care Accountability Ordinance. All contractors must comply with Chapter 14B (equal benefits for domestic partners), Chapter 83 (first-source hiring and workforce development), and vendor registration requirements including business tax licensing.

Questions are due August 27, 2026 at 5:00 PM PT. A Q&A addendum is estimated for posting September 4, 2026. The prequalified list is expected to be announced October 2, 2026. Vendors previously qualified under RFQ 0000010081 retain their prequalified status and need not resubmit, though they may do so. Contact Kevin Qin (kevin.qin@sfdph.org) or Lisa Lui (lisa.lui@sfdph.org) with questions.
