About this file

This is a compliance requirement document for the San Francisco Department of Public Health (DPH) issued as part of Request for Qualifications (RFQ) 0000011970 for As-Needed Community Outreach and Media Services. The RFQ seeks qualified firms to provide community outreach and media services for the San Francisco Health Network, Behavioral Health Services, and Population Health Division, with services intended to serve all San Francisco residents regardless of race, ethnicity, national origin, gender, or sexual orientation, with focused expertise in meeting cultural needs of populations experiencing disparate impacts from public health issues. This RFQ is a reissue of RFQ 0000010081 to expand the unranked Prequalified Lists originally established on March 11, 2025. The RFQ was published on August 10, 2026, with a deadline for questions on August 27, 2026, an estimated Q&A addendum posting on September 4, 2026, and a response submission deadline of September 16, 2026 at 2:00 PM PT. The estimated announcement of prequalified lists is October 2, 2026, with the reopened lists expiring on March 11, 2029.

Non-profit entities that receive a cumulative total of at least $250,000 per year in City funds or City-administered funds and meet the definition of a non-profit organization under Chapter 12L of the San Francisco Administrative Code must demonstrate compliance with Chapter 12L provisions. Mandatory submissions for qualifying non-profits include a statement describing efforts to comply with Chapter 12L provisions regarding public access to meetings and records, and a summary and disposition of all complaints concerning Chapter 12L compliance filed with the City within the last two years that were deemed substantiated. Failure to comply with Chapter 12L reporting requirements or material misrepresentation in submissions constitutes grounds for rejection or termination of any resulting agreement. Responders who previously qualified under RFQ 0000010081 may remain qualified without resubmitting but are permitted to submit updated qualifications.
