About this file
This is a Minimum Qualifications Form for an as-needed community outreach and media services request for qualifications issued by the San Francisco Department of Public Health. Responders must demonstrate deep community ties to at least one of ten specified San Francisco neighborhoods—including Bayview/Hunters Point, Castro, Chinatown, Excelsior, Mission, South of Market, Sunnydale, Tenderloin, Visitacion Valley, and Western Addition—and must possess deep subject matter expertise in at least one of nine public health domains: Behavioral Health, Chronic Diseases, Communicable Diseases, Food Insecurity, Homelessness, Income Disparities, Intentional/Unintentional Injuries, Public Health, or Substance Use Disorders. The RFQ (SFGOV-0000011970) was published on August 10, 2026, with a response deadline of 2:00 PM PT on September 16, 2026. Questions must be submitted by 5:00 PM PT on August 27, 2026, with an estimated Q&A addendum posting on September 4, 2026. The estimated announcement of prequalified lists is October 2, 2026.
This RFQ represents a reissue of RFQ 0000010081 to re-open unranked prequalified lists that will expire on March 11, 2029. Vendors who qualified under the prior RFQ number will retain their qualified status and are not required to resubmit qualifications, though they may choose to do so. The services are intended to serve all San Francisco residents regardless of race, ethnicity, national origin, gender, or sexual orientation, with focused expertise addressing disparate public health impacts. The prequalified lists will support the San Francisco Health Network, Behavioral Health Services, and Population Health Division with community outreach and media services on an as-needed basis.
