The Virginia Department of Motor Vehicles (DMV), through its Facilities Services and Planning office, is soliciting sealed electronic bids under IFB-128682 for removal and replacement of the HVAC system at the Widgeon Customer Service Center, 850 Widgeon Road, Norfolk, Virginia, with bids due November 3, 2026 at 2:00 p.m. through eVA. The mandatory pre-bid meeting was held October 8, 2026, and written specification questions closed October 15, 2026. Bidders must submit a Small Business Procurement Plan stating the proposed percentage of small business participation in the Total Base Bid Amount.
Bidders must be registered eVA vendors and hold appropriate Virginia contractor licensing under Code of Virginia § 54.1-1100 et seq. Prevailing wage applies where the contract price exceeds $250,000. Employers with more than 50 employees must comply with E-Verify.
The work replaces existing HVAC equipment in a building that remains occupied, and night and weekend work may be required to maintain climate control. The mechanical design is based on Trane TWE/TWA equipment using R-454B refrigerant, requiring A2L safety protocols including leak detection, testing, adjusting, and balancing, and refrigerant recovery. The contractor bears refrigerant recovery costs. Electrical scope includes panelboard connections, breaker upgrades, and duct smoke detection with remote test/reset stations. Compliance is required with VUSBC 2021, NFPA 70 (2020), and VECC 2021. Addendum 1, issued October 26, 2026, revises electrical drawings G001, E001, and E101 to Revision 1 dated October 19, 2026, and requires two additional sets of fuses as spares. Commodity codes are 03167, 91017, and 91450, and RFS Architects PC is the project architect.
Award is lump sum on the Total Base Bid Amount plus selected Additive Bid Items. Notice to proceed is on or before December 2, 2026, with substantial completion on May 20, 2027 and final completion within 30 days thereafter. Public bid opening is November 4, 2026 at 2:00 p.m. via Microsoft Teams. Brenda L.
