About this opportunity

The State of Maryland Department of General Services, Office of State Procurement, is requesting bids for disposable and compostable food service products and non-disposable and compostable food service products under IFB BPM055456, with bids due October 7, 2026, at 2:00 p.m. via eMMA and a pre-bid conference scheduled for September 21, 2026, at 10:00 a.m. via Google Meet (RSVP by September 18). No MBE or VSBE subcontracting goals apply.

The scope covers 18 product categories including bowls, clamshells, containers, cups, plates, and utensils. Products with applicable recycled-content requirements must meet minimums of 20 percent post-consumer or 100 percent total recycled content. Prohibited materials include lead, cadmium, mercury, hexavalent chromium, certain brominated flame retardants, and expanded polystyrene. Bidders must have a minimum of three years' experience providing these product types and must submit material-composition certifications. Products must be labeled in all catalogs and ordering platforms as either Disposable and Compostable or Non-Disposable and Compostable.

This is a multiple-award, indefinite-quantity contract with a five-year term and no guaranteed minimum or maximum order volumes. Award will be based on lowest evaluated bid price by line item. Delivery must be completed within 14 days of order receipt. Pricing must reference Manufacturer's Suggested Retail Price with proposed discount percentage; bidders are prohibited from increasing MSRP. All pricing includes a 1 percent electronic transaction fee to be remitted monthly.

Contractors must comply with Maryland's green purchasing reporting requirements, submitting quarterly reports documenting recycled content and third-party sustainability certifications. Insurance requirements are Commercial General Liability of $1 million combined single limit / $3 million annual aggregate and Workers' Compensation as required by law. Contract pricing is firm fixed price; price adjustments are permitted 120 days before each contract-year renewal, not to exceed the Consumer Price Index for all urban consumers. Questions are due September 28, 2026, at 2:00 p.m.
