About this opportunity

Del Mar College has issued a Request for Proposal (RFP #2025-15) seeking qualified firms to provide comprehensive disaster recovery, reconstruction, and abatement services across multiple campus locations in Corpus Christi, Texas. The procurement is for an Indefinite Delivery Indefinite Quantity (IDIQ) services contract with an initial two-year term, renewable annually, not exceeding five years. Services include disaster cleanup and stabilization, reconstruction, environmental testing, site restoration, and related support activities across campuses such as Heritage Campus, Multiservice Center, Oso Creek Campus, and a Workforce Development Center in Aransas County. Contractors must have a minimum of three years of experience, with key personnel meeting specific experience requirements. The evaluation process will use a 100-point scoring system, allocating 30 points to vendor qualifications, 40 points to proposed services, and 30 points to pricing. Proposal submissions are due by September 8, 2025, at 2:00 PM through the Del Mar College Bonfire Portal, with additional questions accepted until September 3, 2025, at 5:00 PM.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Contractors will be expected to provide time and materials pricing, catalog pricing with discounts, and hourly not-to-exceed rates, with a focus on best-value selection rather than lowest price. The contract requires contractors to respond to regular service calls within 48 hours and emergency calls within 24 hours, with a comprehensive one-year warranty on completed work. While a specific budget range is not detailed, the IDIQ contract structure suggests flexibility in project scope and potential contract value. The solicitation includes requirements for insurance and bonding, with potential needs for Builders Risk and Texas Windstorm insurance depending on specific task orders. The pre-proposal meeting on August 14, 2025, was attended by 17 potential vendors, including companies like Blackmon Mooring BMS Cat, Camacho Demolition, Servpro Corpus Christi East, and SpawGlass Contractors, Inc., indicating significant industry interest in the opportunity.
