About this opportunity

Lowndes County Emergency Management Agency, in coordination with the municipalities of Dasher, Hahira, Lake Park, Remerton, and Valdosta, Georgia, is issuing a Request for Proposal to procure pre-event disaster logistics support services. The procurement seeks qualified, licensed, bonded, and insured contractors capable of providing comprehensive disaster response and recovery support including logistics coordination, commodity management and distribution, warehousing and inventory management, base camp operations, equipment and fleet support, donations and volunteer management, documentation and reporting, and project management. Contractors must demonstrate the ability to mobilize resources within 12–24 hours and achieve full operational capability within 24 hours of authorization. Required qualifications include proper licensing, bonding, and insurance as well as experience in disaster logistics operations. Key evaluation criteria focus on contractor capability, experience, pricing, and adherence to federal cost principles under 2 CFR Part 200 and FEMA Public Assistance Program requirements. A mandatory pre-proposal conference is scheduled for April 10, 2026, at 10:00 AM EST with both in-person and virtual participation options. The deadline for submission of questions is April 9, 2026, at 2:00 PM EST, with written responses to be issued by April 13, 2026. Proposals must be submitted by April 24, 2026, at 10:00 AM EST, with evaluation scheduled for April 27 through May 8, 2026, and contract award anticipated by May 26, 2026.

The RFP does not identify specific set-aside designations or restrictions limiting responses to particular types of organizations based on disadvantaged enterprise status. Pricing submissions must clearly separate costs by category including labor (regular and overtime rates by position), equipment (hourly or daily rates), base camp operations (per-person daily costs), commodity procurement markups, transportation and delivery, fuel pricing, and subcontractor markups, with cost-plus-percentage-of-cost pricing methods explicitly prohibited. All costs must comply with federal cost principles and be subject to price reasonableness reviews. Contractors will be required to maintain detailed, auditable records for a minimum of three years documenting labor, equipment, materials, subcontractor costs, and operational activities. The initial contract term is one year with options to renew for up to four additional one-year terms. Lowndes County reserves the right to establish not-to-exceed pricing limits, make multiple awards, and activate one or multiple contractors simultaneously based on operational needs, contractor specialization, or performance. No specific budget range or award value is disclosed in the available documentation, as work will be funded through federal disaster assistance programs potentially including FEMA Public Assistance.
