About this opportunity
Escambia County Board of County Commissioners is seeking proposals for Disaster Debris Monitoring and Support Services through a Request for Qualification (RFQ) released on January 9, 2026. The contract aims to secure a firm capable of providing comprehensive monitoring and management of disaster debris collection operations, with specific requirements including field inspection, logistics coordination, and compliance documentation for federal and state reimbursement programs. Contractors must demonstrate expertise in Federal Emergency Management Agency (FEMA) and Federal Highway Administration regulations, and be prepared to provide an on-site project manager within 24 hours of notification and adequate personnel to monitor up to 30 debris removal sites and 5 reduction/disposal sites within 72 hours. The contract term is thirty-six months with options for two additional twelve-month renewals, for a maximum of sixty months. Key evaluation criteria include references for projects of 500,000 cubic yards or greater (20 points), firm and key personnel qualifications (20 points), diverse project experience (20 points), capacity to respond to major disasters within 150 miles (20 points), and project approach methodology (20 points). The RFQ deadline is February 9, 2026, at 1:00 p.m., with a non-mandatory pre-solicitation meeting scheduled for January 16, 2026, and questions due by January 23, 2026.
The procurement encourages participation from small businesses, minority-owned businesses, women-owned businesses, and disadvantaged business enterprises, with no discrimination based on race, color, religion, national origin, disability, sex, or age. Contractors must comply with Section 3 requirements, which mandate directing employment and economic opportunities to low and very low-income persons, particularly HUD assistance recipients. Insurance requirements include workers' compensation, general liability coverage of $1,000,000 per occurrence/$2,000,000 aggregate, business auto liability of $1,000,000 per accident, and professional errors and omissions coverage of $1,000,000/$2,000,000. The contract is federally funded under FEMA guidelines, requiring compliance with 2 CFR 200 federal contract provisions, including registration with the System of Award Management (SAM) and maintenance of current certifications for public entity crimes, scrutinized companies, E-Verify compliance, and drug-free workplace standards. While no specific budget range is explicitly stated, the comprehensive nature of the services and the potential for a five-year contract term suggest a significant investment in disaster preparedness and recovery capabilities for Escambia County.
