About this opportunity
Escambia County, Florida is conducting a continuous Request for Qualifications (RFQ) for lot cleanups and demolition services, seeking to qualify multiple firms for nuisance abatement and property maintenance tasks. The procurement covers comprehensive services including removal and legal disposal of trash, debris, and overgrowth, board-up of broken windows and doors, septic tank abandonment, utility disconnection, lot grading, and compliance with all required permits and inspections. Vendors must submit electronic responses through the county's procurement portal, with a continuous submission window extending through August 6, 2028, and a question submission deadline of August 1, 2028 at 6:00 a.m. Contractors will be evaluated on a pass/fail basis against specified criteria, focusing on their capability to perform the scope of work, business authority, and operational readiness. The selected contractors will be awarded 36-month contracts with potential two 12-month renewals, not to exceed 60 months total, with compensation determined by individual task order bids.
The solicitation does not specify specific set-aside designations for disadvantaged enterprises. Vendors must provide proof of Florida business authority, current business tax receipt, and evidence of a Waste Tire Collector Letter from the State of Florida. Insurance requirements are comprehensive, including workers' compensation with statutory limits, general liability of $1,000,000 per occurrence and $2,000,000 aggregate, business auto liability of $1,000,000 per accident, and pollution liability coverage of $1,000,000 per occurrence for construction-related work. Contractors must name Escambia County as an additional insured and provide insurance certificates before contract execution. While specific contract values are not disclosed, the continuous nature of the solicitation and broad scope of services suggest potential significant ongoing municipal infrastructure and property maintenance work. Escambia County reserves the right to award contracts to multiple responsive and responsible vendors based on their qualifications and ability to meet the county's service requirements.
