About this opportunity
The Tennessee Department of General Services is requesting proposals for comprehensive dining services at the Multi-Agency Law Enforcement Training Academy (MALETA) in Nashville under RFP 32101-01232026-SR1, with proposals due August 5, 2026 at 2:00 p.m. A virtual pre-response conference is scheduled July 1, 2026 at 9:00 a.m. on Microsoft Teams.
The scope encompasses full food service operations for an intensive law-enforcement training facility, including production of up to 1,400 meals per service period and 4,200 meals daily across three meal periods (Sunday dinner through Friday lunch, plus Saturday and holiday meals as required). The dining facility accommodates 350 trainees at one time with up to four seatings per meal period. The contractor must source all food, manage preparation and beverage service, operate a point-of-sale system with three sale stations, accommodate vegetarian, vegan, gluten-free, religious, and allergy-sensitive dietary needs, maintain an emergency feeding plan providing 72-hour meal service for up to 1,000 residents without external deliveries, and comply with Tennessee Department of Health regulations and FDA Food Code standards. Detailed food service drawings, equipment schedules, and facility specifications are provided.
The contract term is five years with projected meal volumes increasing approximately ten percent annually: Year 1 (200,000 meals), Year 2 (220,000 meals), Year 3 (242,000 meals), Year 4 (266,200 meals), and Year 5 (292,820 meals), plus special event meals increasing from 300 to 439 annually. Cost proposals must include daily rates for each contract year and per-meal pricing for special events.
Evaluation comprises technical qualifications and experience (50 points), general qualifications and experience (10 points), oral presentation (10 points), and cost proposal (30 points) for 100 total points. The award goes to the responsive and responsible respondent offering the best combination of attributes rather than necessarily the lowest cost.
Written questions are due July 8, 2026 at 2:00 p.m., with state responses July 24. Oral presentations are scheduled August 25–28, 2026. Cost proposal opening occurs August 31, with negotiations September 1–4 and notice of intent to award September 9, 2026.
