About this file

Amendment #3 to RFP #32101-02132026-SR1

This is Amendment #3 to a Request for Proposals issued by the Tennessee Department of General Services for dining services at the Public Safety Training Academy. The amendment updates the RFP schedule of events and provides clarifications to contract requirements through responses to bidder questions and comments. The RFP solicits comprehensive food service operations including meal preparation and service for up to 4,200 daily meals across three meal periods (Sunday dinner through Friday lunch), point-of-sale system operation with three cashier stations, and special event catering. The State estimates approximately 262 operating days and 52 training weeks annually, with special events ranging from 10 to 30 people per event with approximately 10 events annually (300 total meals in Year 1). The original RFP was issued June 22, 2026, with a revised response deadline of October 20, 2026 at 2:00 p.m. central time. A virtual pre-response conference was held July 1, 2026, and written questions were submitted by September 18, 2026. Oral presentations are scheduled for November 9-10, 2026, with the State Notice of Intent to Award released November 18, 2026. The contract term is five years with contractor access to the facility anticipated at least 90 days prior to the full operational start date for startup and training activities.

The amendment clarifies that the contractor shall be responsible for furnishing all food, chemicals, disposables, and supplies; replacing smallwares and dining room items (excluding furniture); arranging and completing health inspections; and removing trash and grease disposal. The State provides the kitchen facility, equipment (with specified exceptions noted as "by vendor"), dedicated office space with internet connectivity, printer access, furniture, and secure storage. The contractor must provide their own phone service and obtain a compatible point-of-sale system capable of reading State-provided SEOS badges for meal plan tracking and payment processing. Utilities including electric, gas, water, and sewer are paid by the State, with the contractor responsible only for grease and cooking oil disposal. The contractor is not required to purchase through State-contracted vendors. Cost proposals must include daily rates for each contract year and per-meal pricing for special events, with evaluation based on technical qualifications (50 points), general qualifications (10 points), oral presentation (10 points), and cost proposal (30 points). The award shall go to the responsive and responsible respondent offering the best combination of attributes rather than necessarily the lowest cost.
