Amendment 1 to RFP 32101-01232026-SR1: Dining Services for MALETA

This amendment pertains to the Tennessee Department of General Services' request for proposals for comprehensive dining services at the Multi-Agency Law Enforcement Training Academy (MALETA) in Nashville. The scope of work requires the contractor to provide full food service operations including food sourcing, meal preparation, and beverage service for an intensive law enforcement training facility capable of producing up to 1,400 meals per service period and 4,200 meals daily across three meal periods. Services must accommodate 350 trainees at one time with up to four seatings per meal period, operate a point-of-sale system with three sale stations, and address dietary requirements including vegetarian, vegan, gluten-free, religious, and allergy-sensitive accommodations. The contractor must also maintain an emergency feeding plan capable of providing 72-hour meal service for up to 1,000 residents without external deliveries. A virtual pre-response conference is scheduled for July 1, 2026 at 9:00 a.m. on Microsoft Teams, written questions are due July 8, 2026 at 2:00 p.m., and proposals are due August 5, 2026 at 2:00 p.m. Oral presentations are scheduled August 25-28, 2026, with cost proposal opening on August 31. The contract term is five years with projected meal volumes increasing approximately ten percent annually, ranging from 200,000 meals in Year 1 to 292,820 meals in Year 5, plus special event meals.

The cost proposal must include daily rates for each contract year and per-meal pricing for special events. Evaluation criteria include technical qualifications and experience (50 points), general qualifications and experience (10 points), oral presentation (10 points), and cost proposal (30 points) for a total of 100 points. The award will be made to the responsive and responsible respondent offering the best combination of attributes rather than necessarily the lowest cost. All services must comply with Tennessee Department of Health regulations and FDA Food Code standards. Negotiations are scheduled for September 1-4, 2026, with notice of intent to award on September 9, 2026.
