About this opportunity

The Michigan Municipal Services Authority, an interlocal agency created by the City of Grand Rapids and the City of Livonia, is soliciting competitive proposals through a Request for Proposals for Digital Transformation and Cybersecurity Solutions for Local Government. The procurement seeks vendors to provide integrated solutions encompassing network security, identity management, data recovery, cloud migration, and managed technology services designed to strengthen digital infrastructure, security, and interoperability across local government systems. Respondents must demonstrate qualifications through a technical proposal limited to 20 pages that includes a cover letter, company overview with at least three public sector client examples, proposed solution and functional capabilities, delivery and implementation approach, support and account management model, risk management and compliance measures, and a detailed pricing narrative. Rather than submitting fixed price lists, vendors must provide a clear pricing methodology describing their rate structure, benchmarking approach, discounts, commercial terms, pricing adjustment procedures, and quoting processes under the master agreement. The Authority will conduct a competitive evaluation of responsive and responsible proposals using published criteria with a total possible score of 100 points and may establish a competitive range for discussions, clarifications, or demonstrations before making final award determinations. The deadline for written questions is March 19, 2026 at 3:00 PM ET, with proposals due March 31, 2026 at 3:00 PM ET through the Indigo Procurement Portal; the target award date is April 30, 2026.

The RFP does not specify set-asides or restrictions on organizational types eligible to respond. Resulting contracts will be master agreements administered through the Alliance for Innovation (AFI), a Texas nonprofit cooperative purchasing administrator, with an initial three-year term and the option to renew annually for a potential total term of up to five years. Under the cooperative purchasing framework, no minimum purchase volumes or spending requirements are guaranteed, and contract awards do not obligate the Authority or participating agencies to issue purchase orders. Individual participating entities will control their own procurement processes and funding, issuing purchase orders or statements of work directly to contractors without any specified budget ranges or award values provided in the solicitation. The Authority intends to award multiple contracts to ensure sufficient coverage for participating public agencies. Awarded vendors must execute master cooperative agreements with AFI and complete all contractual and compliance documentation before commencing any work or accepting purchase orders, including maintaining appropriate insurance, complying with all applicable federal, state, and local laws, and remitting a three percent administrative fee to Civic Marketplace on all amounts paid by participating entities.
