About this opportunity
The Texas Department of Motor Vehicles (TxDMV) is soliciting proposals under RFP 608-20-004 from digital license plate providers, with proposals due July 17, 2020 at 3:00 p.m. Central Time. That date precedes the October 21, 2026 posting date, so the closing has passed. The solicitation identifies no set-aside or preference program.
TxDMV will select a minimum of one provider to supply electronic display devices as alternatives to traditional metal plates. Plates must display all information required on standard Texas metal plates, operate in all weather and lighting conditions, and be readable by automated license plate readers used by law enforcement and toll entities. Providers must build an interface with TxDMV's Registration and Title System to verify vehicle eligibility, process administrative fees through the state's payment vendor, and establish and maintain a customer support call center during standard business hours Central Time. Plates require at least one physical security feature visible under high beam illumination from up to 50 feet and a permanently affixed or etched serial number. Providers must deliver a minimum of nine functional plates for testing at their own cost. All work must be performed within the United States.
The contract is no-fee: TxDMV pays no fees to and reimburses no expenses of the selected provider. The initial term is 24 months from execution, with TxDMV holding the option to renew for up to six additional years in one or more increments. Evaluation weights 95 percent to Technical Requirements and Demonstration of Capability and 5 percent to References. Submissions require one signed original, six copies, and three USB flash drives delivered to the TxDMV Purchasing Section at 4000 Jackson Avenue, Austin, Texas 78731. Proposals remain binding for 120 days from the closing date. The anticipated award date is September 18, 2020.
Attachments posted October 21, 2026 include a reporting framework requiring daily previous-day plate order and sales data, monthly raw data files due by the 5th, a yearly PCI Compliance Report due May 1, and opt-in customer reports due by the 10th. Other attachments include a service level agreement, a knowledge transfer template, and a third-party license agreement template.
