TxDMV is requesting a minimum of one provider under RFP Number 608-20-004, Class-Item #570-34. The digital license plates must display all information required on standard Texas metal plates, operate in all weather and lighting conditions, and be readable by automated license plate readers used by law enforcement and toll entities. The RFP closing date is July 17, 2020, at 3:00 PM Central Time, with an anticipated award date of September 18, 2020. The contract term is 24 months from execution, with TxDMV holding the option to renew for up to six additional years in one or more increments under the same terms and conditions. Respondents must submit one signed original and six copies of their proposal, along with three USB flash drives containing electronic versions in specified formats, by the deadline to the TxDMV Purchasing Section at 4000 Jackson Avenue, Austin, Texas 78731.
This is a no-fee contract; TxDMV will not pay fees to or reimburse expenses for the selected provider. The provider must establish and maintain a call center for customer support during standard business hours (Central Time), build an interface with TxDMV's Registration and Title System (RTS) to verify vehicle eligibility, and process administrative fees through the state's payment vendor. Digital license plates must meet specific security requirements, including at least one physical security feature visible under high beam headlight illumination from up to 50 feet and a permanently affixed or etched serial number. Providers must deliver a minimum of nine functional digital license plates for testing, with costs for all testing borne by the provider. All work must be performed within the United States. The RFP evaluation will use a weighted scoring system with 95 percent for Technical Requirements and Demonstration of Capability and 5 percent for References. No specific set-asides are identified as selected in this solicitation. Respondent proposals are binding for 120 days from the closing date, and TxDMV reserves the right to reject any or all proposals and cancel the RFP at any time.
