About this opportunity

Illinois Department of Human Services is soliciting bids under rebid IFB B-54749 for off-grounds dry storage and warehousing of non-perishable food for the Ann M. Kiley Center's Nutrition Management Services Program, with questions due November 12, 2026 at 5:00 p.m. and bids due November 25, 2026. The procurement carries a 14% Business Enterprise Program (BEP) goal for minority, women, and disabled-owned businesses and a 3% Veteran Small Business Program (VBP) goal for veteran-owned businesses. Bids that omit the required BEP or VBP Utilization Plans are non-responsive.

The scope covers receiving and storage, inventory management, weekly withdrawal processing, and weekly delivery on Thursdays, or another mutually agreed day, to the Kiley Center at 1401 West Dugdale Road, Waukegan, Illinois. The facility must sit within 40 miles of the Center, accommodate 60 to 70 pallet spaces, and handle 4' x 4' loaded pallets weighing 2,800 pounds. Weekly deliveries average 4 to 5 pallets and 40 to 50 line items across approximately 150 dry food items that turn over three to four times annually. The vendor must obtain a Personal Property Warehouse License from the Illinois Commerce Commission, or an equivalent state license if located outside Illinois, and must maintain monthly pest control services. Required insurance includes fire damage coverage equal to the replacement value of stored goods, general commercial liability of $1 million per occurrence and $2 million annual aggregate, auto liability of $1 million per occurrence, and workers' compensation as required by law.

The total contract price is estimated, with pricing set in the BidBuy Purchase Order and the maximum amount determined before execution. The term runs from the last dated signature through June 30, 2029, with two optional one-year renewals through June 30, 2031, not to exceed ten years total. Renewal pricing matches the initial rate unless otherwise specified. Pricing must itemize handling, storage, lot withdrawal, and transportation on a weekly basis. All pricing is FOB Destination, with transportation, fuel, and surcharges included only in the transportation line item. Funding is General Revenue, and the contract may be partially or totally federally funded. Awardees of contracts $1,000 or more owe a $15 administrative fee under the Minority Contractor Opportunity Initiative.

The State will award to the lowest priced responsive and responsible bidder. Bidders may claim Illinois Business Preference, which requires a completed affidavit, or Domestic Product Preference, which requires entering "Domestic Product" in the Alternate Description field for each qualifying line item, where applicable. Bids are submitted electronically through BidBuy, must remain firm for 90 days from opening, and require either a Vendor Disclosure or IPG Active Registered Vendor Disclosure along with an Offer to the State of Illinois. No bid bond or performance bond is required. A Pre-Submission Conference may be conducted as indicated on the BidBuy posting; if mandatory, bidders must attend on time and sign the attendance sheet or face disqualification.
