About this opportunity

The Texas Health and Human Services Commission Procurement and Contracting Services, on behalf of the Department of Family and Protective Services (DFPS), is requesting bids for Law Enforcement Identification Service (LEIS) Software as a Service (SaaS) licenses and subscriptions under IFB HHS0017808, with responses due August 26, 2026, at 10:30 AM. Addendum No. 1 was issued August 19, 2026, with responses to bidder questions; acknowledgement of the addendum is mandatory and must accompany the bid response or be submitted separately by the due date to avoid disqualification.

The scope is browser-based real-time 24/7 access to LEIS for approximately 400 DFPS users, providing address lookup functionality and law enforcement contact information based on DFPS-provided data. The platform must be hosted on the respondent's premises with a custom DFPS interface. Required deliverables include a refresh button, automatic session timeout with results clearing, monthly usage reporting access, unlimited usage with no per-use charges beyond setup, monthly data updates at no additional cost, technical support 9:00 AM to 5:00 PM Central Standard Time, 24-hour system outage repair capability, and notification of planned and unplanned downtimes. Performance location is 4900 N Lamar Boulevard, Austin, Texas 78758.

The estimated contract value is $136,680.00. The initial term runs September 1, 2026, through August 31, 2027, with two optional one-year renewal periods (through August 31, 2028, and August 31, 2029 respectively) and a potential one-year extension beyond renewals at DFPS's discretion. Pricing must be firm fixed price, submitted in US dollars on the provided pricing sheet, covering all labor, equipment, materials, supplies, and related expenses. Price adjustments during the contract term are permitted only at DFPS's discretion, calculated using Bureau of Labor Statistics Consumer Price Index data with a specified formula cap. Invoice payment terms are NET 30. This is a renewal of an incumbent contract; previous spending totaled $44,200.00. Award will be made to the lowest responsive bidder meeting all specifications, or DFPS may make multiple awards to serve various regions, evaluated on cost, experience and performance record, and capabilities. Respondents must submit three business references for similar services provided within the past two years. No subcontracting opportunities exist unless the respondent identifies a need to subcontract.
