About this opportunity
The State of Utah Division of Facilities Construction and Management (DFCM) is requesting proposals for construction of a new veterans memorial cemetery in Washington Terrace, Utah, with proposals due August 10, 2026 and a mandatory site meeting on July 29, 2026. This is a two-stage value-based selection process; only short-listed contractors from Stage I will advance to Stage II (Invitation to Bid). The project is federally funded under a Department of Veterans Affairs State Cemetery Grant, triggering Davis-Bacon prevailing wage requirements, Build America Buy America (BABA) domestic content mandates, and Veterans Affairs debarment certification.
The scope encompasses site improvements, utility infrastructure, hardscape, irrigation, landscaping, and building construction including an administration building (approximately 835 square feet), maintenance building (approximately 1,448 square feet), commercial service shelter (approximately 1,025 square feet), approximately 500 double-depth pre-placed burial crypts, two concrete columbarium niche walls with 600 total niches, approximately 550 in-ground cremains burial plots, memorial walls and garden, flag plaza, entry drive, parking areas, fencing, and utility work (sewer, water, secondary irrigation, power, natural gas, communications). Manufacturers of precast columbarium niche units and pre-cast concrete burial crypts must demonstrate a minimum of five years of experience and completion of at least 15 similar national or state veterans cemetery projects—a critical qualification filter.
The construction cost estimate is $12 million. Substantial completion is required before October 31, 2027, with liquidated damages of $1,000 per day for delays. Stage I evaluation is weighted as follows: statement of qualifications (40 points), management plan (35 points), and past performance references (25 points), with a minimum score of 80 points required for short listing. Questions are due August 3, 2026 at 3:00 p.m., and addenda are due August 5 at 3:00 p.m. Short-listed contractors are announced August 17, 2026. Bid bonds equal to 5% of cost proposals (AIA A310-2010) are required; awarded contractors must provide performance and payment bonds at 100% of contract sum. If the prime contract exceeds $2 million or a subcontract exceeds $1 million, contractors must submit a Health Insurance Statement of Compliance before Notice to Proceed issuance. Project contact: Mike Smith, DFCM Project Manager, mikesmith@utah.gov, 801-870-3420.
