About this opportunity

The State of Utah Division of Facilities Construction and Management (DFCM) is soliciting competitive sealed bids for construction of a new Department of Alcoholic Beverage Services (DABS) liquor store in the Quinns Junction area of Park City, Summit County, with bids due August 11, 2026, and a mandatory pre-bid meeting on July 21, 2026. The procurement is restricted to six pre-selected contractors: Big-D, Paulsen, R&O, Sirq, VDS, and Wadman.

The project involves construction of approximately 12,500 square feet at 3750 North Old Highway 40, Park City. The scope encompasses site demolition, improvements, landscaping, and a one-story retail facility with wet-pipe sprinkler systems, comprehensive plumbing and electrical infrastructure, and compliance with the 2021 International Building Code, ADA accessibility standards, and Utah High Performance Building Standards. Fire protection work requires licensed personnel with minimum NICET Level III certification. The design, substantially modified from DABS prototype standards to accommodate site constraints and Park City architectural requirements, is by Jacoby Architects with structural, mechanical, electrical, civil, landscape, and food service engineering consultants. Geotechnical investigation revealed non-engineered fill to depths of 2.0 to 7.0 feet, Site Class C soil, and recommended net bearing capacity of 3,000 psf on natural granular soils with 50 percent increase for seismic loading.

The construction cost estimate is $6,500,000, with substantial completion required by August 27, 2027. Liquidated damages are $2,500 per day for delays beyond 14 days after scheduled substantial completion. The contractor must provide a 5 percent bid bond (AIA Document A310-2010), performance and payment bonds equal to 100 percent of the contract sum, and comply with the Utah Health Insurance Statement of Compliance Form (applicable for contracts exceeding $2,000,000). Questions are due July 28, 2026, at 3:00 PM; addenda close August 4, 2026, at 3:00 PM. Subcontractor lists are due August 12, 2026, at 3:00 PM (within 24 hours of bid opening). Award will be made to the lowest responsive and responsible bidder. Contractors must secure all permits, including those from the Utah Division of Air Quality and Utah Department of Environmental Quality, and coordinate with UDOT, Summit County, and local utilities. Traffic logistics management at the congested Old Highway 40 and Highway 248 intersection is required.
