About this file
This is an Invitation to Bid solicitation issued by the State of Utah Division of Facilities Construction and Management (DFCM) for construction services related to a new liquor store facility for the Department of Alcoholic Beverage Services (DABS). DFCM has short-listed six contractors eligible to bid: Big-D, Paulsen, R&O, Sirq, VDC, and Wadman. The project involves construction of an approximately 12,500-square-foot liquor store located in the Quinns Junction area of Park City in Summit County, Utah. The design is based on a DABS prototype but has been substantially modified to accommodate site constraints and comply with Park City's architectural standards. A mandatory pre-bid meeting is scheduled for July 21, 2026, at 10:00 AM at the Park City DABS site (3750 N. Old Highway 40, Park City). The questions deadline is July 28, 2026, at 3:00 PM, with addenda due by August 4, 2026, at 3:00 PM. Bids and bid bonds must be submitted by August 11, 2026, at 3:00 PM via the U3P website, with subcontractor lists due by August 12, 2026, at 3:00 PM. The substantial completion date is August 27, 2027, with liquidated damages set at $2,500 per day.
The construction budget is $6,500,000, and the project is tax-exempt. Contractors must provide a bid bond in the amount of 5% of the bid on the AIA Document A310-2010 form and performance and payment bonds equal to 100% of the contract sum. All contractors must comply with State of Utah licensing requirements and obtain necessary permits from the Utah Division of Air Quality and Utah Department of Environmental Quality, including fugitive dust plans and stormwater pollution prevention plans (SWPPP), with all associated fees being the contractor's responsibility. Contractors must actively coordinate with UDOT, Summit County, and local utility providers throughout the project. The award will be made to the lowest responsive and responsible bid. Given the project's location near the congested intersection of Old Highway 40 and Highway 248, contractors must account for traffic logistics management and strict adherence to Rocky Mountain Power and UDOT easements on the property's west side. The Health Insurance Statement of Compliance Form is applicable as the contract exceeds $2,000,000.

DFCM Standard Low Bid for Construction Services – Bonds Required, 5.15.2026 3
Project Details Detailed Project Description/Base Bid:
The Department of Alcoholic Beverage Services (DABS) is seeking bids for the construction of a new, approximately 12,500-square-foot liquor store located in the Quinns Junction area of Park City / Summit County. While the design originates from a standard DABS prototype, it has been heavily modified to complement the specific property constraints and the unique look, feel, and architectural standards of the Park City community.
Critical Site Conditions & Contractor Requirements Due to the high-profile and tightly constrained nature of this location, selected contractors must account for the following site conditions:
• Traffic & Logistics: The project is situated near the highly congested intersection of Old Hwy 40 and Hwy 248, directly west of a new Maverik gas station. High traffic volume will require careful logistics management.
• Agency Coordination: Contractors will be required to actively coordinate with UDOT, Summit County, and local utility providers to secure all necessary permits and approvals throughout the duration of the project.
• Site Constraints: The overall project footprint is small. Contractors must carefully manage material staging, deliveries, and equipment storage within the limited space available.
• West-Side Easements: Contractors and subcontractors must maintain strict awareness of, and adherence to, the
Rocky Mountain Power and UDOT easements located on the west side of the property.
