About this opportunity
The Nebraska Department of Administrative Services (DAS) State Purchasing Bureau is seeking a qualified vendor to design and implement the Home Energy Efficiency Rebates (IRA Section 50121) and Home Electrification and Appliance Rebates (IRA Section 50122) programs. The procurement involves developing comprehensive program infrastructure to administer federal energy rebates for homeowner energy efficiency and electrification upgrades. Key deliverables include creating point-of-sale rebate systems, developing application support mechanisms, establishing stakeholder engagement strategies, and implementing consumer protection protocols. The evaluation criteria allocate 25 points for Corporate Overview, 65 points for Technical Approach, and 10 points for Cost Sheet, with proposals due on January 21, 2025, at 2:00 p.m. Central Time. The contract term will run six years from execution, not to exceed September 30, 2031, with potential extensions. Vendors must provide comprehensive responses covering program design, implementation, home assessments, eligibility verification, rebate processing, data management, and consumer protection across both single-family and multifamily project scenarios.
The program specifically targets disadvantaged and low-income communities, with a focus on households below 80% Area Median Income (AMI) and moderate-income households between 80-150% AMI. The total federal funding allocation is $8.8 billion, split between Home Efficiency Rebates ($4.3 billion) and Home Electrification and Appliance Rebates ($4.5 billion), with states permitted to use up to 20% of grant funds for planning, administration, and technical assistance. Funding will be released in four performance-based tranches with no required state cost match. Vendors must obtain a Unique Entity Identifier and register in the System for Award Management. The state will use the Climate and Economic Justice Screening Tool (CEJST) for Justice40 compliance, and while there are no specific subcontractor requirements, the contractor will be responsible for comprehensive program design, application development, and implementation. Vendors will need to develop training programs for participating contractors and maintain compliance with DOE reporting and data management requirements, including monthly reporting of rebate transactions and programmatic data.
