About this file
This is a solicitation evaluation criteria document from the Nebraska Department of Administrative Services (DAS) State Purchasing Bureau for the Home Energy Efficiency Rebates (IRA Section 50121) and Home Electrification and Appliance Rebates (IRA Section 50122) Programs. The solicitation seeks a qualified vendor to design and implement comprehensive program infrastructure to administer federal energy rebates for homeowner energy efficiency and electrification upgrades. Proposals are due January 21, 2025, at 2:00 p.m. Central Time. The contract term will run six years from execution, extending through September 30, 2031, with potential extensions. Vendors must provide comprehensive responses addressing program design, implementation, home assessments, eligibility verification, rebate processing, data management, and consumer protection across both single-family and multifamily scenarios.
The evaluation framework allocates 100 points across three scored categories: Corporate Overview (25 points), Technical Approach (65 points), and Cost Sheet (10 points), with optional oral interviews adding up to 10 additional points for a total possible score of 110 points. Cost Sheet points are awarded using a comparative formula in which the lowest cost submitted receives maximum points, with other submissions scored proportionally. Mandatory submission requirements include a signed Contractual Agreement Form, Corporate Overview, Technical Approach, and Cost Sheet. The total federal funding allocation is $8.8 billion, split between Home Efficiency Rebates ($4.3 billion) and Home Electrification and Appliance Rebates ($4.5 billion), with states permitted to use up to 20% of grant funds for planning, administration, and technical assistance. The program specifically targets disadvantaged and low-income communities, with a focus on households below 80% Area Median Income and moderate-income households between 80-150% Area Median Income, with no required state cost match.
