About this file
The document is an Evaluation Criteria file from the Nebraska Department of Administrative Services (DAS) State Purchasing Bureau for the Home Energy Efficiency Rebates (IRA Section 50121) and Home Electrification and Appliance Rebates (IRA Section 50122) programs. The solicitation seeks a qualified vendor to design and implement comprehensive program infrastructure for administering federal energy rebates, with proposals due on January 21, 2025, at 2:00 p.m. Central Time. The contract term will run six years from execution, not exceeding September 30, 2031, with potential extensions. The evaluation process involves mandatory requirements and a point-based scoring system: 25 points for Corporate Overview, 65 points for Technical Approach, and 10 points for Cost Sheet, with a potential additional 10 points for oral interviews.
The total federal funding allocation is $8.8 billion, divided between Home Efficiency Rebates ($4.3 billion) and Home Electrification and Appliance Rebates ($4.5 billion), with states allowed to use up to 20% of grant funds for planning, administration, and technical assistance. The program specifically targets disadvantaged and low-income communities, focusing on households below 80% Area Median Income (AMI) and moderate-income households between 80-150% AMI. Funding will be released in four performance-based tranches with no required state cost match. Vendors must obtain a Unique Entity Identifier, register in the System for Award Management, and comply with the Climate and Economic Justice Screening Tool (CEJST) for Justice40 compliance. The contractor will be responsible for comprehensive program design, application development, implementation, contractor training, and maintaining compliance with DOE reporting and data management requirements.
