About this file
This evaluation criteria document from the Nebraska Department of Administrative Services State Purchasing Bureau outlines the scoring methodology for Solicitation 120003 O5, which covers the Home Energy Efficiency Rebates and Home Electrification and Appliance Rebates Programs. The evaluation framework consists of four main parts with a total possible score of 100 points, which can increase to 110 points if oral interviews are required. Proposals are due January 21, 2025, at 2 PM CST.
The scoring breakdown allocates 25 points for Corporate Overview, 65 points for Technical Approach, and 10 points for Cost Sheet points. The document details the mandatory requirements, which include a signed Contractual Agreement Form, Corporate Overview, Technical Approach, and Cost Sheet. Cost points are calculated using a formula that awards maximum points to the lowest cost submitted, with other proposals scored proportionally using the formula: (Lowest Cost Submitted / Cost Submitted) x Maximum Possible Cost Points = Cost Points to Award.
